Home Condition Reports (HCRs)

Initially, the Government intended that Home Condition Reports (HCRs) would need to be included within Home Information Packs (HIPs) along with the Energy Performance Certificate (EPC) and a number of other documents.

Because of a perceived shortage of Inspectors to carry out both inspections, the Government delayed the inplementation of HIPs and focused its attention on developing sufficient Domestic Energy Assessors (DEAs) in order to produce the EPCs.

The HCR is now only an optional component for inclusion in the pack. The Government hinted strongly, however, in March 2007, that they were prepared to reinstate the mandatory requirement for HCRs to be included with HIPs as soon as the number of Home Inspectors was sufficient!

For homeowners looking to sell privately, or wishing to obtain a HIP before committing to a specific selling agent, we can prepare either a HIP that becomes the property of the vendor, thus giving them the flexibility to choose their preferred marketing strategy. We normally recommend the inclusion of a full Home Condition Report within the HIP as it enhances the Pack, making a quick sale more likely and reduces the risk of 'gazundering' - whereby a purchaser negotiates a lower price after obtaining a survey report.
