Home Condition Reports (HCRs)
Initially, the Government intended that a Home Condition Report (HCR) would need to be included within a Home Information Pack (HIP). Because of a shortage of Home Inspectors, the HCR is now only optional for inclusion in the pack. The Government hinted strongly, in March 2007, that they were prepared to reinstate the mandatory requirement for HCRs to be included with HIPs as soon as Home Inspectors were sufficient!
What is a Home Condition Report?
This is an objective report on the condition of a property offered for sale that can be relied on by the seller, buyer and lender involved in the sale transaction. It is a 'mid-range' report based on an inspection similar in depth to the current Royal Institute of Chartered Surveyors (RICS) Homebuyers Survey and Valuation (HSV), although the HCR will not include a valuation.
The report is written in non-technical language that all parties can understand and will contain a rating scale to highlight problems with elements of the property.
