Homeowners

If you are planning to sell your home and you need a Home Information Pack (HIP), you will also need an EPC because this is a required part of the HIP. Find out if you need a HIP.

Landlords

Owners of rental properties (Buy to Lets) will be required to attach copies of Energy Performance Certificates (EPCs) to their Shorthold Tenancy Agreements (STAs) by October 2008. Portfolio landlords will benefit by planning to obtain their EPCs over the period leading up to this deadline. They will therefore be able to spread the cost over the period rather than be faced with a single larger bill.

Estate Agents and Auctioneers

Home Information Packs (HIPs) will contain an Energy Performance Certificate and other key documents such as evidence of title, local authority and drainage and water searches, and key leasehold documents where appropriate. As an estate agent or auctioneer, the duty to ensure there is a Pack available will usually fall on you, so it is important that you are aware of your obligations and the penalties for non-compliance.

Sales of homes by auction need a HIP and the duties that apply in relation to estate agents will also apply to auctioneers.

Solicitors

Legal professionals who are compiling Home Information Packs (HIPs) will require the Energy Performance Certificates (EPCs) for inclusion in the Pack. Housing Associations and Registered Social Landlords

By the beginning of 2009, you will need to have carried out energy inspections on your housing stock and obtained Energy Performance Certificates (EPCs) for each of them. Communities and Local Government have issued guidelines on the use of 'cloned' data in the generation of EPCs and Aureus Property Services will be pleased to work with you, to your time frame, in the preparation and generation of these EPCs.
